The Client Assistance Program (CAP) is a federally mandated program funded by the Rehabilitation
Services Administration ("RSA") of the U.S. Dept. of Education. CAP provides free advocacy and legal
assistance to applicants and clients of programs that receive federal money through RSA. Examples
of these programs are the state vocational rehabilitation agency, independent living centers, and
one-stop programs.
